Port Authority of Guam Substructure Pier Inspection & Reporting

At the Tristar Terminals in Apra Harbor, Guam, Sea Engineering, Inc. inspected the Port Authority of Guam’s F1 Pier Substructure.  The inspection included:

  • 190 steel pipe piles
  • 6 steel h-piles
  • 13,500 square feet (SF) of reinforced concrete soffit
  • 5,300 SF of reinforced concrete vertical platform face
  • 2,700 linear feet of reinforced concrete pile caps, beams, and joists
  • Steel and rubber fender system elements.

Sea Engineering’s inspection followed requirements found in the American Society of Civil Engineers Waterfront Facilities Inspection and Assessment Standard Practice Manual and included Level I above and below water visual & tactile inspection of 100% of the accessible portions of piles, platform soffit & vertical faces, and framing members; Level II cleaning and close visual inspection of select piles, including partial wrap removal; and Level III Ultrasonic Thickness Measurement of a sample of steel piles. Sea Engineering’s inspection team was led by a Registered Professional Engineer who is also a commercial diver.

The inspection report deliverable included conditions observed during the inspection, an evaluation and assessment of the inspected items, as well as recommended follow-up actions. Condition plans, inspection notes, and photographs were included in appendices to the report.  The results of the inspection will be used by Amorient Engineering and Tristar Terminals Guam to investigate rehabilitation strategies for the pier.
